This ambitious objective is at the heart of our development strategy for 2030, which calls for a complete transformation of the company, encompassing organizational, operational, digital, and cultural changes.
Development Strategy
In late 2017, the Board of Directors of Tolkynneftegas LLC adopted a new long-term development strategy through 2030. The goal of this strategy is to position the company as a global leader in efficiency, technological progress, and safety—driving change, fostering innovation, and delivering resources for the future. Our mission is to enrich the world with the energy, knowledge, and technology necessary for global advancement.
Over the past 10+ years, Tolkynneftegas LLC has achieved significant success, becoming a major global player in the oil and gas industry. We are well on track to meet the targets outlined in our “Strategy 2025,” which includes reaching an annual production of 100 million tonnes of oil equivalent (mtoe) while maintaining a proven reserves-to-production ratio of at least 15 years. We are committed to a 100% reserves replacement rate each year, increasing the refining conversion rate to 95%, and raising the light product yield to 80%.
As energy markets continue to evolve, with increasing competition and the transformation of the energy sector, Tolkynneftegas LLC faces new challenges. In response to these challenges and our growing role within the industry, the company’s strategy has been updated accordingly.

This revised strategy is an extension of our “Strategy 2025,” with a heightened focus on market positioning, agility in response to external changes, and the transformation of all key business processes. By 2030, Tolkynneftegas LLC aims to become a “new-generation” company and set the standard for efficiency, safety, and technological advancement in the oil and gas industry.
We are committed to positioning Tolkynneftegas LLC among the top 10 global public oil and gas companies in terms of liquid-hydrocarbon production, accelerating production growth ahead of market trends, and maximizing value with every barrel produced. Our focus will be on improving value-chain management, enhancing refining depth and light product yield, expanding our petrochemical sector, and maintaining leadership in both existing and emerging retail product markets.
