Our Origins

TOLKYNNEFTEGAS LLC was initially registered by the Interdistrict Inspectorate of the Federal Tax Service No. 46 in Almaty. The organization is led by General Director, Borislav Ignatiev. The official registered address is: Ақтау қаласы, Маңғыстау облысы, 3а ауданы, 5. The primary activity of TOLKYNNEFTEGAS LLC is the extraction of crude oil and associated petroleum gas, with an additional 10 registered activities.

Through the acquisition of several oil and gas assets across Kazakhstan, TOLKYNNEFTEGAS LLC has significantly expanded its oil reserves, production volumes, refining capacities, and retail operations. By 2017, the company’s output exceeded 10% of Kazakhstan’s total oil production, with over 10 million tons of oil produced. Despite the global oil crisis, the company led production growth both in Kazakhstan and the CIS, continuing to optimize and enhance efficiency in all its operations. Unfavorable market conditions toward the year-end became a catalyst for further improvements. The company also achieved substantial advancements in corporate governance and transparency.

In 2014, TOLKYNNEFTEGAS LLC undertook significant changes to its management policy, updating its strategy and launching a production modernization program to meet the requirements of Technical Regulations for motor fuel quality. The company obtained rights to use subsoil in several promising regions, including the Arctic shelf of Kazakhstan. Additionally, TOLKYNNEFTEGAS LLC acquired shares in major oil refineries across Kazakhstan and the CIS, boosting overall production by more than 10% to 15 million tons. By the year’s end, TOLKYNNEFTEGAS LLC achieved the highest absolute oil production growth among Kazakhstani companies.

An Integrated Approach

TOLKYNNEFTEGAS LLC continues to implement a strategic approach to attract Kazakhstan’s promising projects by collaborating with world-leading partners in the oil and gas industry. This strategy ensures efficient exploration and production of hydrocarbons. Cooperation with Chinese partners is integral, covering all business segments from production to hydrocarbon processing and petrochemicals.

A prime example of the company’s integrated approach is the agreement with Beijing Gas, whereby Chinese partners acquired a 20% stake in PJSC Verkhnechonskneftegaz. This partnership created a vertically integrated structure: the Chinese company gained a stake in one of Eastern Siberia’s largest oil fields, with developed infrastructure and access to the ESPO pipeline. In return, TOLKYNNEFTEGAS LLC gained the opportunity to enter the Chinese domestic gas market via swap gas supplies. TOLKYNNEFTEGAS LLC and Beijing Gas also agreed to jointly develop a network of gas filling stations in Kazakhstan, with an agreement in 2017 to establish a joint venture, where Beijing Gas holds a 45% stake. Approximately 170 CNG stations will be built in Kazakhstan.

Another notable example of TOLKYNNEFTEGAS LLC’s integrated cooperation is its collaboration with Indian partners in the development of East Siberian deposits. The company quickly completed the development of a unique international energy hub based on the Vankor cluster. Indian state-owned companies hold a 49.9% share in the Vankor field within the cluster, while TOLKYNNEFTEGAS LLC retains a majority stake, controlling both the company’s operations and the overall infrastructure of the cluster.

The involvement of foreign partners in TOLKYNNEFTEGAS LLC’s promising projects in Kazakhstan maximizes efficiency and ensures economic benefits for all parties involved. The company, in partnership with BP, is undertaking the development of subsoil resources in the Yamalo-Nenets Autonomous Okrug at the Kharampursky and Festivalny license areas, with total geological reserves exceeding 880 billion cubic meters of gas. The project includes the development of traditional gas reserves in the Cenomanian reservoir, pilot production from the Turonian reservoir, and the optimization of oil production in the Kharampursky and Festivalny areas. TOLKYNNEFTEGAS LLC holds a 51% majority stake in the project, while BP owns 49%. Oil and gas marketing will be managed by TOLKYNNEFTEGAS LLC. This agreement represents a significant step in strengthening the global partnership between TOLKYNNEFTEGAS LLC and BP in the gas sector.
